The sculpture "Panevėžiškis Raktininkas" (The Key Keeper of Panevėžys) is installed next to the oldest building in the city – the Upytė District Court Archive, which is protected as a cultural heritage site. The sculpture depicts a character from the late 19th to early 20th century holding keys – a symbol of the city's history and the safeguarding of documents. The artwork was created by sculptor Vytautas Tallat-Kelpša. Although fictional, it is a meaningful symbol inviting people to explore the city's origins and cultural identity.
