The oldest building in Panevėžys, located at Kranto St. 21, was built in 1614 as the archive of the Upytė district court. It is the first brick archive building in Lithuania, designed to ensure the security of documents. Over the years, the building's purpose changed, and in 1925, it became the location for the first museum exhibitions in Panevėžys. In 2007, the "Upytė Nobility" exhibition was opened, introducing visitors to the lifestyle and values of the nobility during the Grand Duchy of Lithuania. The museum displays authentic items from the nobility, a coin treasure, estate photographs, portraits of landowners, and coats of arms. It also features a manor interior and an installation dedicated to Vladislovas Sicinskis-Čičinskis.

The oldest building in Panevėžys – the one located at Kranto St. 21, was built in 1614 by Jeronimas Valavičius, the governor of Žemaitija and Upytė, as the archive for the Upytė district court. It is the first brick archive building in Lithuania, equipped with strong doors and iron bars to ensure the security of documents. This building not only served to preserve legal acts but also became a witness to the city’s history as it changed its purpose over the years, fulfilling various administrative functions. On January 18, 1925, the first museum exhibition in Panevėžys was opened
in this building. Since 1972, it housed the folk art exhibition. In 2007, the "Upytė Nobility" exhibition was opened, introducing visitors to the life, culture, and values of the nobility during the Grand Duchy of Lithuania. The museum showcases authentic objects from the nobility's environment, a coin treasure, estate photographs, portraits of landowners, and a collection of coats of arms from the most prominent noble families of the region. Additionally, a manor interior and an installation dedicated to the legendary nobleman Vladislovas Sicinskis-Čičinskis have been set up.
