The Nazi occupation of Skuodas in 1941 left a profound scar on the town, marked by the mass execution near the Riflemen's Union building, where approximately 600 people, the majority of whom were Jewish, were killed. Following the massacre, the victims were buried in the square. In 1963, their remains from Kulai I village were reburied at this same location, where a memorial, designed by architect Adomas Skiezgilas, was erected in 1993. Inscribed on a red granite cube with the Star of David, in Lithuanian and Yiddish, it reads: "In memory of Skuodas’ Jewish children, women, men, as well as Lithuanians and people of other nationalities, murdered by Nazi executioners and their collaborators in 1941." The massacre site has been registered as a Lithuanian cultural heritage site since 1993.
