The manor house is situated on a high bank of the Nemunas River. Leading up to it from the Panemunė Road are steps that rise about 60 meters and consist of 365 steps. The manor house was built between 1830 and 1840 according to the design of Italian architect Piero de Rossi, modeled after an Italian villa. The builder of the manor house was Kletas Burba, the Marshal of Nobility of Panevėžys. "Belvedere" translates from Italian to "beautiful view." The manor is surrounded by a park of rare trees. From the massive three-story tower of the manor, one can enjoy a breathtaking view of the Nemunas-Dubysa valley.
