Palanga Summer Reading Room is the summer residence of the National Library of Lithuania, established in 1966 on Vytauto Street. This stylish glass building, designed by architect Albinas Čepys, resembles a frozen wave. The reading room was recognized as the best library in the Soviet Union's library inspection, and in its main hall, a more than 150-year-old oak tree continues to grow. In 2014, the reading room was included in the cultural heritage registry. A sculpture titled "Mergaitė" (The Girl) was placed on the grounds in 1979. The reading room hosts exhibitions, book presentations, and various cultural events.

Palanga Summer Reading Room is the summer residence of the National Library of Lithuania, and its history began in 1965 in the chapel of Birutė Hill, where periodic publications were available. However, due to space limitations, the reading room quickly became inadequate for the needs of vacationers, so in 1966 it moved to a new location—a building designed by the resort's chief architect Albinas Čepys on Vytauto Street. This building stands out for its unique form and glass facade, which resembles a frozen wave. design, evokes the old resort villas and boasts a unique oak tree that "continues to grow" in the main reading room hall, adding a distinctive warmth to the space. In 2014, the Palanga Reading Room was included in the Lithuanian Cultural Heritage Registry. In 1979, the sculpture "Mergaitė" (The Girl) was erected on the grounds, created by sculptor A. Vertulienė and architect V. Daninskis. The reading room hosts artist exhibitions, book presentations, author meetings, art education, cultural events, and various workshops. It has become a cultural space where vacationers and locals can immerse themselves in literature and experience a variety of art and cultural initiatives.
