In 1928, the Salantai Riflemen's Unit initiated the construction of a monument to commemorate the 10th anniversary of Lithuania's independence. It was surrounded by a specially designed Riflemen’s Garden, and in 1930, a nearby path was named Vytautas the Great Avenue. During the Soviet era, around 1950, the monument was demolished.
In 1988–1989, the Salantai Support Group of the Lithuanian Reform Movement (Sąjūdis) undertook its restoration. Two original steps were preserved: the top was safeguarded by A. Donėla, a resident of Gargždelė, and the middle by folk artisan Petras Kalenda. A new base was crafted by workers from the Erlėnai workshop of the "Alka" collective farm, and the monument was restored by stone craftsman Kazimieras Orvidas. The rebuilt monument was solemnly consecrated on February 16, 1989.
