The Pumpėnai town windmill, erected in 1925, is a remarkable industrial heritage site, built thanks to Jonas Kulalis, an emigrant who invested his earnings from America back into his homeland. The structure is distinguished by its red brick body and fieldstone foundation, representing the prevalent construction trends in Lithuania at that time.

During the Soviet era, the windmill was nationalized, and its owner was deported to Siberia. Over time, the windmill lost its original function, and its sails ceased to operate. Despite attempts in
the 1980s to restore the windmill and repurpose it for public use, political changes hindered the realization of these plans. The latest chapter in the windmill's history is being written by the NGO "Būk geresnis" ("Be Better"), an initiative-driven youth organization that has mobilized the community and private sponsors to fund necessary repairs. The project's recognition and recommendation for state support promise a new lease of life for the windmill, symbolizing the importance of cultural heritage preservation and community spirit.
