In the town of Obeliai, Rokiškis district, stands a poignant monument dedicated to the June 1941 insurgents and the victims of Soviet occupation. Erected in 1942 with funds raised by local residents, the monument was designed by Gurijus Kateščenka and reflects interwar architectural principles. It serves as a grave marker for significant historical figures, including Kazys Jankauskas, Petras Putra, and others. The restoration of the monument was initiated by Donatas Smalinskas to preserve its historical significance.

This memorial, located in the Obeliai cemetery near the graves of the insurgents, is one of the key historical monuments in the Rokiškis district. The community funded its construction in 1942 during the German occupation, despite the hardships of the time. The monument, spanning 8 meters in length and 3 meters in height, not only symbolizes resistance against Soviet rule but also commemorates the victims of the first Soviet occupation. Designed by Gurijus Kateščenka under the direction of the Obeliai police chief and the parish priest Leonas Virkutis, the
monument features characteristics of interwar architecture, making it significant not only for historians but also for architecture enthusiasts. Buried here are prominent participants of the uprising, such as Kazys Jankauskas, Petras Putra, Algis Stankevičius, Juozas Šnioka, Konstantinas Seibutis, Jonas Baltrušaitis, and two unknown soldiers. The efforts to restore the monument were led by Donatas Smalinskas, a native of Obeliai and head of the State Language Inspection, who is committed to preserving the value of this historic site for future generations.
